European Union leaders are holding talks in Brussels on reforms to prevent future debt crises within the EU. They are looking at ways to strengthen budget discipline and co-ordinate economic policy among the 27 members states. There appears to be widespread support for plans to impose a levy on financial institutions. The meeting comes ahead of a G20 summit next week.
