Who owns this sea, Slovenia or Croatia?

Slovenia and Croatia's border dispute over access to the Mediterranean escalates. In 2017 the Permanent Court of Arbitration in The Hague ruled that most of the Gulf of Piran belongs to Slovenia. But Croatia is refusing to comply with the decision.
