The Belgian city of Mons near the French border is now a 2015 European Capital of Culture. Every year, two cities are honored with the title. To help celebrate, Mons has created 'La Phrase,' a poetry installation across the town that tracks its cultural heritage. New material is continually added. It is also building a new train station and has a stupendous exhibition on Vincent van Gogh.
