Inside Europe: Latvia to naturalize children of 'non-citizens'

Latvia has begun addressing the situation regarding "non-citizens" in the country. A non-citizen is a legal status which this Baltic country introduced in the mid-1990s after becoming independent following the collapse of the Soviet Union. The non-citizens have mostly been Russian-speakers and their descendants, who settled in Latvia during its decades-long Soviet occupation.
